Message: refactor: remove unused StructureManagerAccessor mixin, cleanup debug logs

  • Removed the unused StructureManagerAccessor mixin and references to it.
  • Replaced debug logging with structured logging using OTGLog.
  • Removed unnecessary comments and redundant debug code in terrain generation.
  • Reformatted LocalPresetLoader for consistency.
