[Release] Publish and verify opendating-protocol 0.1.1

Outcome

Publish the already-implemented opendating-protocol@0.1.1 contract repair and prove the registry artifact is the package tested from protected main.

Current blocker

npm whoami returns E401 in the current handoff environment. Registry latest remains 0.1.0.

Acceptance checklist

• Transfer or confirm npm publish access and enable a provenance-capable trusted publishing path where possible
• Run backend protected CI from the exact source commit
• Build packages/protocol and inspect npm pack --dry-run
• Publish version 0.1.1 without changing wire version 0.1
• Verify registry version, tarball contents, integrity/provenance, deletion role, and request-route metadata
• Create the signed release record/tag required by the release policy
• Update mobile to the exact 0.1.1 artifact and remove its temporary routing mirror
• Re-run mobile typecheck, lint, tests, security audit, and release validation
