v0.1.1

This point release makes the reviewed Rust and C# fixes available for package-based hardware testing. It includes the SCPI error-queue and signed-voltage discovery fixes and automated .NET 10 compatibility checks. Physical hardware checks remain outstanding; 0.2.0 is deferred pending that evidence.

Packages at version 0.1.1:

• crates.io: instrument-core, instrument-visa, instrument-components.
• NuGet: InstrumentComponents, InstrumentComponents.Visa, InstrumentComponents.OpenTap, InstrumentComponents.OpenTap.Visa (first NuGet publications).

Both registries use GitHub OIDC trusted publishing without stored registry API keys. The matching InstrumentComponents.OpenTap.0.1.1.TapPackage is attached below for OpenTAP Editor/TUI installation. It bundles the core library; standalone VISA integration is available through the optional OpenTap.Visa NuGet companion.

The OpenTAP packages and TapPackage were backfilled from packaging commit 0f5cbd5. The existing v0.1.1 tag and core/VISA publications are unchanged. Future tagged releases publish all four NuGet packages and attach the TapPackage automatically.
