Patch release for the 3.9 line.

Fixes

• Covers no longer go permanently unavailable (#107). v3.9.0 introduced a cover-only availability gate on the firmware-variable STATUS attribute: a closed cover reports STATUS=OFF on some panels, so the entity was hidden and a config-entry reload could not recover it. Cover availability now follows the panel connection only, like every other entity. Position and actuation are unchanged (POSIT/NORMAL).

Users on 3.10 pre-releases: the same fix ships in v3.10.0b2.
