Disable pull-to-refresh when reaching the top during scrolling

When the user starts scrolling while slightly below the top, and then scrolls to the top and back down, the pull-to-refresh component gets activated.

The pull-to-refresh should only be activated if the scroll starts from the top. If the user reaches the top during scrolling, the pull-to-refresh should not be activated.
