Nuclear data v1: tendl-n-rp per-target shards

Per-target shard files for the tendl-n-rp library, generated by scripts/shard_library.py from the exact whole file published on the v1 release (same-source pinning recorded in the curie data registry). One release tag per sharded library keeps each release well under GitHub's 1000-assets limit.
