release: drop TestPyPI job; manual dispatch publishes to real PyPI#10

The publish-testpypi job only ran on workflow_dispatch and required a separate trusted-publisher config on test.pypi.org, which caused invalid-publisher OIDC failures. Remove it and let workflow_dispatch publish straight to PyPI alongside the release-triggered path.
