Use PowerShell Safely v0.3.4
This release includes the preparation and evidence-reuse improvements made since public v0.3.0, together with the shorter v0.3.4 catalog description.
- Separates preparation before a material command boundary from diagnosis after a failure or uncertain result. A successful routine command does not require a full failure investigation.
- Reuses verified runtime and capability facts while the relevant environment is unchanged, and reads only the references needed for the current boundary.
- Distinguishes a harness or launcher's evidence from the child process's arguments, streams and terminal result.
- Clarifies exact command-local Git trust handling for known ownership transitions, alongside the native-argument and text/encoding guidance.
- Preserves pre-command selection for material parser, version, path, encoding, process, permission and WSL boundaries, and exclusions for ordinary boundary-free work. The v0.3.4 package change itself is limited to the catalog description; the body and four other package files retain v0.3.3 bytes.

Existing deterministic, independent-review and bounded local installation evidence keeps its recorded input and scope. No new live WSL, fresh-task model behavior, cross-Harness or broad efficacy result is claimed. Production installation logic is unchanged by the v0.3.4 description revision; earlier release objects and failed evidence are preserved.
