Fix tmux errors for repos with dots in name (e.g., elicited.blog) (#9)

- Replace dots with underscores in SafeName() to match tmux's session
  name sanitization (tmux silently converts . to _)
- Fix normalizeTarget() to only check for ":" not "." since session
  names can legitimately contain dots
- Add tests for both fixes

Fixes: ccw new elicited.blog rss-feed failing with
"can't find pane: blog--rss-feed"
