First release of obot.agent — the obot program overlay on the gsm.agent harness, rebuilt from safety.agent per the signed-off requirement obot.roadmap#17 (design).

- Overlay contract — AGENTS.md now opens with the rule that gsm.agent conventions apply in full; this repo adds only the obot layer, and upstream wins on conflict unless a divergence is documented. The one documented divergence: commit attribution (D2) — obotclaw[bot] is the git author and commits keep the agent Co-Authored-By trailer (#17).
