Version bumps can introduce build/runtime behavior changes and dependency incompatibilities, especially around ESPHome and the Prometheus external component override.

Overview
Updates CI and local dependencies to ESPHome 2026.2.1 (plus related bumps like aioesphomeapi, esphome-dashboard, platformio, starlette, uvicorn, etc.), and aligns upgrade-requirements.txt accordingly.

Bumps the Graybox reported box_version/version info from 1.3.4 to 1.3.5, and changes the Prometheus external_components override to use ESPHome PR #9941 instead of #13651.
