Blorp 2 initial seed 5d0d4cc89240

Initial self-built Blorp 2 seed from 5d0d4cc.
Functional qualification PASS: each native seed B reproduced its compiler C and passed maintained component/native correctness and strict accounting checks.
Every maintained accepted/rejected fixture was compared under A/B for exit status, stdout, stderr and emitted-C presence/bytes; per-fixture logs, hashes, inventory and actual counts are retained. Both B link logs were empty.
A temporary ASan/UBSan diagnostic B built from the same approved C performed the existing whole-source strict accounting check and emitted identical C, with an empty link log and only the exact balanced accounting report. Its hash/flags are retained; only normal B is published.
Resource qualification FAIL, approved initial-bootstrap debt: original caps remain unchanged; native.log retains structured BLORP2_RESOURCE_RESULT markers, actual measurements, limits and original failure reasons.
The exception is bound to compiler C SHA-256 3d0def0d00f6c6ec003923d7acb2f8854fa506a6cf6b7c04611322a47b7b7f8b and applies only after ordinary correctness oracles. This is not a resource PASS or complete M8 gate.
Hosted retired-instruction measurement is explicitly disabled and unmeasured on all three platforms; instruction costs are not qualified.
Ordinary fixtures check sanitized real mains and strict compiler balance; accounted fixtures additionally check strict target balance.
The per-platform provenance archives retain inputs, compiler modes, toolchains, SDK/libc details and raw gates. Non-resource failures remain blocking.
Keep this release and all assets while retained source history references them; never replace assets in place.
