v1.1.0 — Wi-Fi onboarding (plug-and-boot hotspot)

Verified working in VM. The v1.1.0 image boots, login works, WebUI
returns 200, the new Wi-Fi tab is in the navigation, and the
/api/wifi/* endpoints return correct responses (empty when no Wi-Fi
hardware is present, which is the case in the VM).

On a real laptop with Wi-Fi hardware, the user just plugs in the USB,
boots, and connects to PPSA-Setup hotspot to select their Wi-Fi.
