Add graceful shutdown timeout for gRPC server

Add a 5-second timeout for gRPC graceful shutdown to prevent hanging
during server shutdown. If graceful shutdown doesn't complete within
the timeout, force stop the server.

This ensures the control plane shuts down cleanly even if there are
stuck connections or slow client disconnections.
