✨ Expose Enedis load shedding

This feature is opt-in only because it sends private information (latitude and longitude configured for the HA instance) to an external service. It uses this to detect an approximate postal address which is necessary to get localized data. The behavior is the same as https://coupures-temporaires.enedis.fr/ (except that we send latitude/longitude instead of user provided postal address).
