is underpowered -- N_MIN_MATCHED is now measured-and-None rather than pending,
with 0/200 degenerate replicates at n>=4000 proving the design estimable rather
than positivity-failed. S3.3 entanglement measured inside_band, closing ADR-037
F6 by CONFIRMATION, not reversal. xS-v2 reproduced with verifiable provenance.

Also: _partition.aggregate_manifests gates commit-consistency on manifests that
CONTRIBUTED data, so a pass that built nothing no longer votes on the data's
lineage.

No VAEP retrain. C4 count unchanged (32).
