feat: peak-hours badge — DST-correct window + local-time tooltip

• Peak-hours window now anchored to America/Los_Angeles (5–11 AM PT) via Intl, so it stays correct across daylight saving — replaces the old fixed-UTC window.
• Tooltip shows the peak window in your local time (peakHoursLocalRange).
