Reliability Update

Fixed order of operations in update_mods
Update progress now saves after each mod
Fixed crash in add_mod when no compatible mod version exists for the server version
Failed downloads during batch adds no longer abort the rest of the batch
Fixed crash in remove_mod when a mod's jar file is already missing from disk
Added timeouts and error handling to all network calls
Mod slugs/IDs and query parameters are now properly URL-encoded
