Temporary Kernel release based on uTLS v1.8.2.

• preserves the original TLS 1.3 Certificate bytes for transcript hashing
• includes the regression test from refraction-networking#409
• renames the Go module to github.com/kernel/utls

Remove this release from downstream dependencies after the upstream fix is released.
