Move the SteamGifts connected status into the header#59

The green "Connected to SteamGifts as X" banner on the Dashboard is now a header icon next to the other status indicators: a green user-check when connected (tooltip carries the username), red when the session is invalid, gray when not configured. The not-configured and invalid Dashboard banners stay — they are actionable alerts. The indicator reads the session from the shared dashboard query cache without adding its own polling, since that endpoint live-tests the session against SteamGifts and the header is mounted everywhere.
