Tested with game 0.102.2.

The addon loads again after the latest game update. Tooltips show on hover, windows can sit against the edge of the screen, and the title bar takes the color of the view it is showing. Damage, Healing, Boss, and Taken stretch across the window.

Unzip into your AddOns folder, so the path ends in AddOns/AZSSpellMeter/AZSSpellMeter.toc. Relog.
