Bug Fixes

• Fix config file not loading: properly expand ~ in default config paths
• Fix config file search path: look for surge-tui.toml (not config.toml)
• Fix env var + file config merging: file sets host/port, env var provides API key
• Add #[serde(default)] to http_api_key so config file without key field still loads
