chore: bump version to 0.0.20

Ships the install/update-stuck-forever fix: poll detect_agent/
check_agent_update every 3s while installing or updating instead of
relying solely on the PTY reporting "terminated" -- confirmed for
real that agy's installer can finish successfully while its console
handle stays open, so that event never fired.
