Add conformance for Swift 6 strict concurrency

Change Log

  • Enable StrictConcurrency for all targets in the package
  • Add Sendable conformance to ScaledFont
  • Make environment key default value a let to avoid concurrency warning
  • Update Swift tools to 5.9
  • Update minimum platform support to iOS 13.
