Inkbound 1.10.5

No change to exported books — this release is internal structure work, plus two
new commands for cutting releases safely.

• The folder scope-planning rules moved into the pure core
  (core/book-plan.ts): frontmatter tag shape, the pre-009 flat order,
  index-note link ordering, the position-keyed nav tree, and the degradation to
  flat order are plain functions with 25 unit tests that run in milliseconds.
  They used to be reachable only by running a whole export through the plugin.
• npm run release:check fails before a tag is pushed when the two version
  files disagree or CHANGELOG.md has no section for the current version, so
  the release workflow no longer discovers that after the tag is public. It runs
  in CI on every push.
• npm run review-pack reports what changed in the fixture books since the
  last reviewed baseline, so the manual pass in real Obsidian — the only check
  that can see a real-renderer regression — only has to look at what moved.
