ci: drop GitHub Release step, upload plugin zip as artifact

The plugin is distributed via WordPress.org, not GitHub Releases, so the
softprops/action-gh-release step added a 403-prone permission surface and a
Node 20 deprecation warning for no distribution benefit. Build the production
ZIP and publish it as a workflow artifact instead.
