chore: standalone repo, ready for community-plugin submission

Extracted from silica-agent via subtree split (history preserved).

- MIT LICENSE, versions.json, release workflow (tag == manifest version)
- track package-lock.json so CI can npm ci
- command id/name no longer repeat the plugin name (Obsidian prefixes it)
- registerDomEvent for the textarea keydown, so the view cleans it up
- user-facing README with the network-use disclosure
