Contracts: allow for passing Voting period in case jurors have not commited in the previous Commit period

Asking for a contract feature which, in case the commit/reveal is activated, it allows for passing Voting period in case jurors have not commited in the previous Commit period.

it would require counting commits, not only votes, inside the Voting period.
