Install deps with npm install so per-OS optional deps resolve

npm ci's strict lockfile sync can't be satisfied on all three runners at
once because @tailwindcss/oxide ships platform-specific native binaries and
@emnapi wasm fallbacks. Use npm install so each runner resolves its own.
