ZappBar adds highly configurable mobile app style button bars to the top and bottom of any WordPress theme. Use them just for phones, tablets, or for all visitors to your site! Can also try to convert non-responsive themes to responsive layouts.

Requires WordPress 3.5+, tested up to 4.3
