Increment library version to 0.0.7 and simplify publishing configuration

This commit increments the `libraryVersion` from "0.0.6" to "0.0.7" in `netflow-core/build.gradle.kts`.

Additionally, the publishing configuration has been simplified. The `mavenPublishing` block has been replaced with a more concise `publishing` block that directly sets the `groupId`, `artifactId`, and `version` for all `MavenPublication` types. The explicit plugin ID for `maven-publish` is now used instead of the version catalog alias.
