ECHO Standalone Runtime v0.1.3 beta

Source/runtime prerelease marker for the beta tester release train. Includes pushed alpha-readiness gate cleanup and the 51-check standalone readiness smoke update. Binary runtime artifacts remain available on v0.1.2-standalone-runtime-beta-20260620 until the next packaged runtime staging job publishes a replacement archive.
