glmbayes 0.9.75 (CRAN release)

CRAN release of glmbayes 0.9.75 — back on CRAN after archival for a configure policy issue (fixed in 0.9.73+).

Changes in 0.9.75

• Configure (Linux/macOS): OpenCL (-DUSE_OPENCL) is enabled only when a non-PoCL platform exposes a GPU. PoCL-only stacks (e.g. CRAN debian-gcc) no longer compile OpenCL into the package, so checks do not write PoCL cache files under ~/.cache/pocl. NVIDIA/AMD/Intel GPU builds are unchanged.
• Vignette Chapter 16: diagnostic / example(Cleveland) chunks stay eval=FALSE during vignette rebuild.

No API or functional modelling changes. OpenCL remains optional.
