What does it do
Adds a test harness and build step with livereload support. No real tests are wired up yet, but this serves as a proof-of-concept for pulling in pieces of the framework into a test environment. Tasks are wired into the main

Run
gulpand then openhttp://localhost:8080/test/index.html. You'll need the livereload chrome extension to experience the live reloading.
