First release of floatbytocbasic and floatrowbytocbasic

This contains version 1.0 of floatbytocbasic and floatrowbytocbasic. All other parts are unchanged (and several unreleased). See floatbytocbasic-1.0.zip and floatrowbytocbasic-1.0.zip for the code and manuals of the single packages.
