Release 0.10 of standardsectioning

This is release 0.10 of package standardsectioning. Is was needed, because only some versions of the KOMA-Script classes redefine \@startsection, \@sect, \@ssect and \@xsect and therefore also only some versions of KOMA-Script classes define \scr@saved@startsection, \scr@latex@sect, \scr@latex@ssect and \scr@latex@xsect. So the reset code for the internal LaTeX commands now depends on whether or not the original definition has been saved by the KOMA-Script classes.
