SpeechKit v0.52.9

Update discovery repair. Numeric pre-1.0 builds are normal releases and every
user-facing latest-version surface resolves the same release.

Fixed

• Numeric v0.x releases publish as normal GitHub releases and advance the
  canonical latest alias.
• The website, installer mirror, and application update resolver now agree on
  the newest published release instead of selecting an older prerelease state.
