v0.1.15

This release fixes a race condition that exists when the controller starts up and it quickly loading koreo resources, which can cause re-prepares as the resources load. The issue stemmed from Python's asyncio tasks throwing CancelledError from within the blocking coroutine. This adds a decoupling between the plural lookups and the controller watches.
