docs: Consolidate the changelog for v0.4.0 - #35

Six merged PRs had accumulated under Unreleased in the order they landed, split across two "Fixed" headings. Group them into a 0.4.0 section by kind, lead with what the release is for, and add the compare link. ## [0.4.0]section, grouped Added / Changed / Fixed, led by a sentence naming the theme: the algorithm now converges on links v0.3.0 could not finish measuring, and every figure says which part of the run it came from.Content is unchanged except for grouping and the compare link;
scripts/changelog-notes.sh v0.4.0extracts the section cleanly, so the release job will ship it as the notes.Other Changes
