Team minutes Data Feed

- Create a specification for an interface enterTickData() for putting data into the database from the feed. See https://github.com/nordquip/sousms/wiki/Protocols-for-working-together for format. (This is not code.)
- Write as Java/C style comments in src/DataFeed/interface.sql
- Create php program that will:
- call feed for 10 symbols
- read XML of the 10 symbols returned
- call enterTickData() interface for each of the 10 symbols ('echo out' this call until we have the stored procedure that will implement it -- next week)
- 'Loop for 4 sets of 10 stocks each'
- Write storedProcedure enterTickData()
