Multi-operator MeshChain testnet

Goal: more than one organization runs nodes that share the same chain_id and genesis.

Testnet reset: new validator set ⇒ wipe chain_state.json on all hosts (height restarts). Document in release notes.

Observers request catch-up via gossip SyncRequest (producers serve snapshots; only observers apply them).

Integrity notes (post Track A)

• BlockAcks are ed25519-signed
• Leader schedule: producer_index == height % N
• Mint external_ref unique
• Public faucet mints via gossip (--peer), not offline fork
• Producers do not replace state from untrusted SyncResponse

Restack checklist

• Freeze traffic / announce window
• genesis-extend + publish
• Update seeds.json
• All producers stop
• Install genesis + keys; delete chain_state
• Start producers + verify height advances
• Restart faucet with MESH_MINT_PEER=127.0.0.1:9100
• ./scripts/test_public_e2e.sh
