v3.4.0: IRM KMI (Belgium) support

This release adds a new integration: IRM KMI, the Royal Meteorological Institute of Belgium (meteo.be), via @jdejaegh's irm-kmi-ha. Requested in #272.
With IRM KMI in, the card now supports 11 integrations across 15 languages.
What's New
🇧🇪 IRM KMI / meteo.be
meteo.be reports seven allergens (alder, ash, birch, grass, hazel, mugwort and oak) for Belgium, on its own green-to-purple colour scale. The card maps that scale onto its five native levels and default colours, detects every configured location automatically, and shows only the allergens with an actual reading; anything out of season is hidden.
meteo.be publishes one current-day value per allergen, so the card shows a single day.
