Closes Saga T9625 — SG-CLEO-DOCS-CANON (docs/saga-t9625-handoff.md). All 7
epics shipped across 12 PRs in two days. cleo docs is now SSoT v1 for
project documentation, replacing direct-filesystem patterns. Every command
emits LAFS envelopes; data is content-addressed via the llmtxt blob
store; slugs are the human-facing key.

Added (saga deliverables)

  • CLI surface — cleo docs {add, fetch, list, publish, publish-pr, sync, status, import, serve, open, stop, viewer-status, search} shipped end-
    to-end with LAFS envelopes (PR #318/#327/#330/#333/#336/#341/#342/#343/
    #345/#346).
  • Schema — slug + type columns on docs blobs, partial UNIQUE INDEX
    for per-project slug uniqueness, E_SLUG_TAKEN envelope with 3 ranked
    suggestions; fetch resolution order = slug → att_id → sha-prefix
    (PR #336).
  • Bulk migration — cleo docs import <dir> recursive scanner, type
    classifier, slug generator with collision suffix, SHA-dedup, --dry-run
    mode, audit manifest writer, counter-integrity assertion; validated on
    full cleocode corpus (1272 / 1272 .md files round-trip, PRs #333, #341).
  • GitHub Actions integration — .github/workflows/docs-reingest.yml
    auto-versions blobs on PR merge; docs-drift job in CI gates releases
    on cleo docs status --exit-on-drift; pre-commit hook for staged
    markdown SSoT drift (PR #345).
  • Local viewer — zero-dep node:http server (port 7777→7800 auto-
    increment), minimal embedded SPA bundle (~12KB, inline markdown
    renderer), cleo docs open <slug> browser launcher, pidfile-based
    lifecycle, project-wide content search via llmtxt/similarity
    rankBySimilarity engine surfaced under /api/search and SPA UI
    (PRs #343, #346).
  • Skills SDK migration — ct-docs-write, ct-docs-review,
    ct-spec-writer, ct-adr-recorder teach SDK-first patterns; old
    direct-filesystem paths marked deprecated with migration notes; 30
    new regression-test assertions (PR #340).
  • Upstream feedback — 9 issues filed against llmtxt repo
    (kryptobaseddev/llmtxt#6 through #14) covering CLI envelope on
    argument errors (P0), slug primary-key + type taxonomy + listDocs by
    project + fetchBySlug (P1 × 4), embedded viewer SPA + similarity
    filters + SDK markdown renderer + file watcher (P2 × 4) (PR #344).
  • Hand-off — docs/saga-t9625-handoff.md saga completion narrative
    • cross-link tracker (PR #347).

Fixed (saga foundation)

  • PR #318 (T9633) — cleo docs publish no longer silently fails on
    missing --for argument. Root cause: citty runMain swallowed
    CLIError envelopes before they reached stdout. Replaced with
    runMainWithLafsEnvelope wrapper that maps CLIError → LAFS error
    envelope. Also caught and fixed a double-wrap on the publish handler's
    catch (formatError + cliOutput re-serialized). Reproduce-case test
    added; flagged 6 sibling commands with the same pattern (filed as
    follow-up T9735).

Deferred follow-ups (not blocking saga close)

  • T9735 — 6 sibling docs.ts commands (export/search/merge/graph/rank/
    versions) have the same cliOutput(formatError(...)) double-wrap as the
    T9633 publish path. One-line pattern fix per command.
  • T9736 — primary-guard.test.ts (added by T9686-D) fails on macOS
    shard 1 because the test never ran on macOS in main CI before the saga
    exposed it via per-PR merge candidates. Pre-existing main-side
    brittleness; merged through repeatedly as not-a-required-check.
