Fixed
- the brain layer runs on ANY machine — provider-agnostic dream cycle, cross-provider failover, keyless local-daemon admission (provenance: T12081, T12082)
- no task could EVER be completed in a project without TypeScript — gate rigour now scales to the project's real toolchain (provenance: T12083)
- selfimprove --execute reported the wrong reason, fix-gen had no failover, and failover asked every substitute for the first provider's model (provenance: T12084, T12085)
- cleo worktree destroy reported worktreeRemoved/branchDeleted without acting — resolve path and branch from git, not by convention (provenance: T12086)
- the vitest OOM guard was both misplaced AND dead since Vitest 4 — bounds now live in one SSoT every config spreads, enforced by gate 8 (provenance: T12087)
- the dream cycle re-processed its own window every pass, lost anything older than 24h forever, and could never start learning on a new project (provenance: T12088)
- cleo release open could not cut ANY release — it dispatched only
version, so the workflow planned with no scope and exited 2 at Prepare bump-PR (provenance: T12089) - two independently-bounded concurrency caps composed to 144 GiB of permitted heap on a 62 GiB machine — heavy tool budgets are now derived from RAM, not core count (provenance: T12091)
- changelog emitted empty sections; --commit-plan silently committed nothing; and the workflow cannot re-derive a plan because CI has no tasks.db (provenance: T12092)
- release-prepare invoked TWO commands that never existed (cleo version-bump, cleo release changelog) — every dispatch died at exit 127 after a full green preflight (provenance: T12093)
