Codex Responses tools

• Native Codex OAuth (openai_oauth) passes tools, tool_choice, and input items (function_call, function_call_output, reasoning) through on POST /v1/responses (still drops only stream_options)
• Chat clients on that account map tools / tool_calls both ways
• Non-native adapters round-trip function tools via chat completions one level; they do not execute tools or fake a full Responses tool stream
