Improve version emulation docs

What would you like to be added
Revise https://kubernetes.io/docs/concepts/cluster-administration/compatibility-version/ so that:

• it aligns to our style guide
• we explain the benefits of this emulation to a cluster administrator

Why is this needed
We want people who encounter this feature to have confidence in using it. Right now the docs are basic and may put people off trying it out.
