Retries npm publication of the unchanged corrected 0.21.4 AI delivery evidence after npm rejected the v0.16.20 trusted-publishing signing certificate. Kudzu remains at 11/25 attributable successes versus React + Vite at 24/25, so the 1.0 gate remains failed. The v0.16.19 raw evidence archive and all prior tags remain unchanged. No compiler, runtime, public API, dependency, generated behavior, or browser-byte change.
