Stable scope covers source inspection, bounded artifact hashing, jobs, variants, captions, transcripts, accessibility, rights references, manifests, provenance, receipts, and GalleyPack-ready records. Permission boundary: PROPOSE; it never claims rights, consent, human accessibility verification, or publication. Verified with 12 Kujo tests, doctor, diff checks, and offline fixtures using Kujo 1.0.1. Codec transforms, pixel resize, thumbnail rendering, and media probing are honestly unavailable without explicit optional adapters; hosted providers are not required.
