BluePencil 0.1.0

Initial Kujo-native editorial quality and calibration system. Stable scope covers eight dimensions, deterministic checks, structured review records, blocking/non-blocking findings, verdicts, disagreement, and the vendored 18-pair corpus covering all 23 roles. Blockers cannot be averaged away. Permission boundary: PROPOSE; BluePencil does not approve publication or rewrite artifacts. Verified with 15 Kujo tests including corpus count, role coverage, and checksum, plus doctor and diff checks using Kujo 1.0.1. Semantic judgment remains human or optional-adapter work; hosted models are optional.
