Initial Kujo-native production packager. Stable scope covers artifacts, manifests, relationships, claim deltas, reviews, package versions, SHA-256 binding, freeze, drift verification, export, fixtures, and 1.0.0 schemas. Permission boundary: PROPOSE; GalleyPack never modifies source artifacts, approves, or publishes. Verified with 12 Kujo tests, doctor, diff checks, artifact checksum paths, and offline fixtures using Kujo 1.0.1. Hosted providers are not required.
